초록 

고령화로 인해 노인가구가 증가하면서 노인들이 자신의 노후생활을 어떻게 설계할 것인지, 인지능력이 저하된 후에도 재산을 자신의 의지대로 사용할 수 있는 방법에 대한 관심이 높아지고 있다. 이를 위해 후견제도, 신탁제도 등이 있으나 취약노인들이 이용하기 쉽지 않고, 노인복지서비스에서는 노인의 재산관리업무 지원서비스가 매우 제한적으로 명시되어 있다. 본 연구는 노인돌봄 및 보호 현장에서의 재산관리업무 지원현황과 지원과정에서의 어려움을 탐색하여 취약노인을 위한 재산관리지원서비스 도입방안을 제시하는데 그 목적이 있다. 이를 위해 전국의 노인보호전문기관, 맞춤돌봄 서비스 수행기관, 통합사례관리사들을 대상으로 편의표집을 통해 자료를 수집하였으며 회신된 1,140부 중 완료하지 않은 4부를 제외한 1,136부를 분석에 사용하였다. 분석결과 첫째, 사회복지서비스 현장에서 노인재산관리업무 지원은 예·적금, 보험관리 등 업무 규정을 넘는 영역에서도 광범위하게 수행되고 있었다. 기관 유형별로 재산관리 업무 지원에 차이가 있었는데 공공기관의 재산관리 지원 경험이 다른 기관들에 비해 높았다. 업무특성별로도 차이가 있었는데 요양보호사나 생활지원사의 경우 장보기, 통장관리, 예·적금, 보험관리 등의 경험이 높았고 사회복지사들은 병원비 지출이나 간병비 지출에서 지원경험이 높았다. 둘째, 업무규정 범위를 넘는 지원을 한 이유는 노인의 부탁 때문이라는 응답이 가장 높았는데 응답자들은 노인의 부탁으로 업무지원을 하지만 그 과정에서의 가장 어려운 점을 ‘공식업무 범위를 벗어남에 따른 부담감, 역할 갈등’이라고 응답하였다. 재산관리지원 과정에서의 어려움 중 ‘지원여부를 판단, 결정하는 것’도 높은 비율로 나타났는데 노인의 재산관리업무를 지원할 수 있는 공적인 서비스나 제도, 체계가 부재 또는 매우 부족함을 의미한다. 노인들이 재산관리 지원을 필요로 하는 이유는 가족이 있어도 왕래하지 않거나 멀리 있기 때문이 약 88%로 나타났는데 이는 앞으로 독거노인이나 노인가구의 증가로 재산관리 지원 욕구가 증가할 것이므로 관련하여 지원제도나 서비스 마련이 시급히 필요할 것이다. 이러한 연구결과를 바탕으로 지역사회 거주노인의 재산관리 지원을 위한 공적인 서비스의 도입과 재산관리업무 지원을 컨트롤하고 모니터링 할 수 있는 공식적인 체계 마련, 재산관리업무 지원에 대한 구체적인 매뉴얼과 지침 마련을 제안하였다.


As the number of elderly households increases due to aging population, there is increasing interest in how elderly people can design their Later-life, and manage their property according to their will, even after their cognitive abilities have deteriorated. Currently, there is a guardianship system and a trust system, but it is not easy for the vulnerable elderly to use, and the elderly welfare service provides very limited support services for the elderly's property management work. The purpose of this study is to propose measures to introduce property management support services for vulnerable elderly by exploring the current status of support for property management affairs at elderly care and protection sites and difficulties in the support process. To this end, data were collected from elderly protection agencies, customized care services, and integrated case managers across the country, and 1,136 cases of the 1,140 cases were used for analysis, excluding the unfinished 4 cases. As a result of the analysis, support for the elderly's property management in the field of social welfare services was widely carried out in areas beyond the business regulations such as deposits, savings accounts, and insurance management. There was a difference in support for property management by type of institution, but the experience of supporting property management by public institutions was higher than that of other institutions. There were also differences in work characteristics, with caregivers and life-support workers having high experience in shopping, bankbook management, deposits, installment savings, and insurance management, while social workers had high experience in hospital or nursing expenses. Second, the most common reason for support beyond the scope of the work regulations was the request of the elderly, who responded that the most difficult part of the process was "burden and role conflict due to out of the official work scope.” Among the difficulties in the property management support process, "judging and deciding whether to apply" also showed a high rate, meaning that there is no public service, system, or very insufficient system to support the elderly's property management work. The reason why senior citizens need property management support is that they do not come and go even if they have a family or are far away, which will increase the desire for property management support due to the increase in elderly people living alone. Based on these findings, the government proposed the introduction of public services to support property management for senior citizens living in the community, a formal system to control and monitor support for property management, and specific manuals and guidelines for supporting property management.
