국내외적 정신건강 서비스 환경은 회복, 인권, 복지, 그리고 당사자 중심으로 빠르게 변화해가고 있다. 하지만 지역사회 정신건강체계로서 주요한 역할을 담당하고 있는 정신재활시설의 기능은 이를 충분히 반영하지 못한다는 비판을 받고 있다. 이에 본 연구에서는 정신재활시설의 서비스 현황 및 문제점에 대한 이해관계자의 인식을 파악하고, 변화 방향에 대한 함의를 도출하고자 하였다. 이를 위해 정신장애인 당사자 단체에서 9명, 시설 이용자 7명, 가족 9명, 시설 종사자 9명, 정책관계자 9명 등 총 5개 집단의 43명을 대상으로 초점집단 인터뷰를 실시하였다. 인터뷰 참여자들은 향후 정신재활시설의 변화에 대해 ‘개인의 자유와 선택권의 보장’, ‘개별화된 욕구를 반영한 맞춤형 지원’, ‘주체적인 활동을 통한 성장’, ‘자립을 위한 실제적인 지원’, ‘동료지원가의 배치’, ‘지역사회 참여기회 확대’를 제안하였다. 이를 토대로 정신재활시설의 기능 전환을 연결, 희망, 정체성, 삶의 의미, 역량강화의 회복지향 서비스로 제안하였으며, 이를 위한 제도적 개선방안에 대해 제언하였다.

Both domestic and international mental health service environments are rapidly changing focusing on the issues of recovery, human rights, social service, and peer support. However, it is criticized that the functions of community psychiatric rehabilitation centers, which play critical roles in the community mental health system, have not been able to keep up with the paradigm shift. In order to derive practical implications for future directions of psychiatric rehabilitation services, this study aimed to identify the current status and problems of psychiatric rehabilitation centers. For this purpose, we ran 5 focus group interviews(FGI) involving a total of 43 stakeholders, including 9 individuals from a self-help agency, 7 service users, 9 family members, 9 mental health professionals, and 9 public servants. FGI participants proposed recovery-oriented directions for future changes, such as ‘guarantee of individual freedom and choice’, ‘customized support responding to individual needs’, ‘growth through self-reliant autonomous activities’, ‘practical support for independence’, ‘placement of peer practitioners’ and ‘expanding opportunities for community participation’. Based on these results, we discussed future directions of psychiatric rehabilitation centers to recovery-oriented services encompassing connection, hope, identity, meaning of life, and empowerment.
