이 연구는 질적 사례연구방법을 활용하여 장애인거주시설 발달장애인의 자기결정권에 대한 사회복지사의 지원 경험을 살펴보고자 한 것이다. 이를 위해 장애인거주시설 4개소의 사회복지사 6명을 대상으로 개별 및 초점집단인터뷰를 실시하였다. 연구결과, 사회복지사는 발달장애인의 자기결정권을 ‘하고 싶은 것을 스스로 선택하고 결정할 수 있는 당연한 권리’로 인정하고 있었다. 그러나 이 과정에서 의사소통의 한계, 권리와 책임에 대한 혼돈, 다양한 실천가치의 충돌, 거주시설의 물리적 제약, 보호와 책임의 의무 등으로 인한 실천적 딜레마를 겪고 있는 것으로 나타났다. 이러한 어려움에도 불구하고, 발달장애인의 자기결정권을 확장하기 위해서는 이용자에 대한 관심과 애정, 실천의 지혜를 쌓고, 자기성찰에 기초한 상호협력적인 관계를 맺으며, 자기결정권 보장의 범위와 기회를 확대해야 함이 강조되었다. 자기결정권 지원 노력의 결과로는 이용자들의 일상이 달라지고 표현이 많아졌으며, 서비스제공자들은 스스로 고착화시킨 경계를 인식하고 이용자중심실천으로 이동하려는 경향이 발견되었다. 또한 조직차원에서는 서비스 환경과 절차의 변화를 시도하는 것으로 나타났다. 이를 통해 본 연구는 발달장애인의 자기결정권 지원 확대를 위한 사회복지적 함의를 제시하고 있다.

The purpose of this study is to examine social workers’ experience of supporting the right of self-determination of people with developmental disabilities at residential facilities using a qualitative case study method. For this purpose, an individual and focus group interview were conducted with 6 social workers from 4 residential facilities for people with disabilities. According to the results of the study, social workers were found to recognize the right of self-determination of people with developmental disabilities as ‘a natural right to choose and decide on their own what they want to do’. Meanwhile, it was found that social workers were going through practical dilemmas due to limits of communication, confusion of rights with responsibilities, conflicts between practices and various values, physical constraints of residential facilities, obligation of protection and responsibilities, and so on. With all the difficulties above, showing interest in and affection to the users, and cultivating wisdom of practices, building collaborative relations based on self-reflection, and expanding the scope and opportunities to guarantee the right of self-determination were emphasized to expand the right of self-determination of people with developmental disabilities. The results of efforts to support the right of self-determination included the changes in users’ daily lives and their more facial expressions. And it was found that service providers recognized the boundary which they solidified themselves and had a tendency to move toward the user-centered practices. In addition, attempts were being made to change the service environment and procedures at the organizational level. Consequently, this study suggests implications for social welfare that support for the right of self-determination for people with developmental disabilities should be expanded.
