본 연구의 목적은 발달장애인 부모의 공공후견인식에 영향을 미치는 요인을 장애자녀의 장애정도와 기능수준 및 부모의 우울과 건강상태를 중심으로 고찰하고, 이들의 관계에 대한 돌봄 부담의 간접효과의 유의도를 검증하는 것이다. 이들 관계 검증을 위해 발달장애인 활동지원욕구조사에 참여한 돌봄 제공자들 중 발달장애인 부모 689명을 대상으로 구조방정식 분석과 매개효과 검증을 위한 간접효과 분석을 실시하였다. 구조방정식 분석 결과 부모의 우울수준이 높을수록, 자녀의 일상생활기능 제약이 심할수록 돌봄 부담이 높았고, 돌봄 부담이 많을수록 공공후견제도에 대한 부정적 인식이 높았다. 하지만 부모의 건강상태나 자녀의 장애정도는 돌봄 부담이나 후견인식에 유의한 직접효과를 나타내지 않았다. 간접효과 분석 결과 부모의 우울 수준과 자녀의 일상생활기능 제약 수준이 부모의 후견에 대한 부정적 태도에 미치는 영향을 돌봄 부담이 매개하는 것으로 확인되었다. 결과를 바탕으로 부모 돌봄 부담 완화 및 발달장애인 후견제도 활성화를 위한 실천적 방안에 대한 논의를 통해 향후 발달장애인 후견제도 정착을 위한 함의를 논의하였다.

This study aims to examine the effects of children and parents’ characteristics on parents’ perceptions of guardianship. Specifically, it examines the effects of both children’s daily life functioning and parents’ health conditions on their perceptions of guardianship. It further tests whether the effects of the exogenous variables on perceptions of guardianship are mediated by parents’ care-burdens. For these purposes, structural equational modeling(SEM) and indirect effects tests were performed involving 689 parents who participated in the National Survey. Regarding the results of SEM, parents with higher levels of depressive symptoms and children with impaired daily function presented more care-burdens and more negative perceptions of guardianship. Indirect effect test showed the effects of depressive symptoms and children’s function on parental perceptions of guardianship are mediated by care-burdens. Based on these results, possible strategies were discussed to relieve parents’ care-burdens and to stabilize public guardianship systems for individuals with developmental disabilities.
