많은 발달장애인들이 지역사회에서 생활하면서 재산 갈취 등의 피해를 입는 사례들이 있으면 이러한 현실은 발달장애인들의 지역사회에서의 자립을 막는 요인이 된다. 본 논문 에서는 지역사회에서 자립생활을 하고 있거나 앞으로 지역사회 자립을 준비하고 있는 발달 장애인의 경제적 기반을 안전하게 보호하고 자기결정권에 근거하여 이를 사용할 수 있도록 지원하기 위한 제도로서 발달장애인 신탁제도의 경과와 현황을 살펴보고 향후의 개선방안 으로 특별수요신탁제도와 공적 신탁서비스 제공기관의 설립을 제안하였다.

There are many cases where people with developmental disabilities suffer exploitation or financial abuse in community and these cause a factor preventing independent living of people with developmental disabilities. In this Study, it was examined the progress and the status of the trusts system for developmental disability as a system protecting economic capacity and supporting economic use based on self-determination. And it was suggested enforcement of special needs trusts system and establishment of public trusts services institution. |
