노인의 인권문제는 사적 영역에서 발생되는 경우가 많기 때문에 인권침해가 일어나더라
도 쉽게 드러나지 않는 편이다. 노인인권을 증진시키기 위해서는 법과 제도를 강화하는 것
도 중요하지만, 노인 개개인이 스스로 자신의 권리를 주장할 수 있는 역량을 강화하는 것이
필요하며, 노인이 삶의 주체로서 독립적으로 살아갈 수 있도록 자기결정권을 강화할 필요
가 있다. 이를 위해 의사결정능력 평가기준안 마련, 성년후견제도의 적극적 사용, 전문적인
서비스 개발 등을 개선안으로 제시하였다. |

Human rights issues in the elderly are often occurred in private areas, so
they can not be easily disclosed when human rights violations occur. It is
important to strengthen laws and systems to promote human rights for the
elderly, but it is also necessary that each person enhances his/her own right
and that the elderly can live independently as a person. In this study it is
proposed the preparation of criteria for the assessment of decision making
ability, use of the adult guardianship, and professional service development. |
