노인학대피해자 지원체계는 법무부의 범죄피해자 지원체계와 보건복지부의 노인보호
지원체계로 이원화 되어 있다. 각 기관의 수혜자격과 전문성에 차이가 존재하므로 효과적
인 노인학대피해자 보호를 위해 두 기관의 협력체계 구축이 우선 되어야 한다. 학대피해노
인의 실효성 있는 사례관리를 위해서는 학대피해노인 뿐만 아니라 학대 행위자 및 가족들
에 대한 지원체계가 있어야 하지만 현실은 노인보호전문기관에서 사례를 진행하는 과정에
서 정확한 사정을 위한 상담이나 사후관리 및 조치에 불과한 수준이다. 본 논문에서는 노인
학대 피해자 지원체계를 살펴보고 그를 통해 드러난 문제점을 통해 향후 학대피해 노인 지
원체계에 대해 제언하였다. |

There are two support systems for victims of the elder abuse in Korea: one
is of Ministry of Justice and the other is of Ministry of health and welfare.
Cooperative network system between the Ministry of Justice and the Ministry of
health and welfare is necessary for effective protection of Victims of the elder
abuse, For the realistic and effective case work, it is needed to support victims
of the elder abuse, abuser and their families. But currently in Korea, only
counseling for assessment in the procedure of case management and follow-up
service are provided rather than overall support. In this study, on the based of
comparison between two systems, it is proposed direction of effective support
policy of Victims of the elder abuse. |
